vCenter migration from 6.5 to 7.0 error

Hi,

the migration from vCenter 6.5 to 7 aborts during step 2 "Set up target vCenter Server and start services".

I can SSH into the new vCenter appliance and see that the firstboot script can't start the vmdird service. The service aborts with the messages:

ERROR: DecodeEntry failed (9605) DN:()

ERROR: LoadServerGlobals: (9700)()

In the VMware kb i only find the error du to a time synchronization issue but the time is synced by a NTP server and correct.

Does anyone have an idea?
